Hi Cecile,
I comment as a long time advocate for healthcare reform, including acting as State Treasurer for Health Care for All-California, the organization that drafted SB 840 which the California Legislature passed twice and Arnie vetoed twice. The current iteration will be known as SB 810 - California OneCare, but it is the same as SB 840 except for the title.
I will make offer a clarification: Healthcare is a factor of two primary functions, delivery and financing. Without financial access, many people are unable to get delivery of the care they need. Until universal financing is available, reform is an oxymoron. The private health insurance industry's business model is "Capitalizing Deception" so their token references to universal healthcare are as deceptive as the health insurance policies that they write or their supposed willingness to reimburse providers who deliver healthcare.
